Cannot open .chm file

The help file does not open - I get an error that file was unavailable

Right click to it and 'unlock' through the security options and it will open.

Thanks - I saw the Unblock button and can now read the short preamble - but there is nothing else.  Is the file only supposed to be 29K (that is all that was downloaded).

Hm ? Doesn't the chm file have frames in it ? (Maximize it).
